What is Measure M?
Measure M is a voter-approved general obligation bond passed by Pajaro Valley Unified School District (PVUSD) residents on November 5, 2024. The measure authorizes $315 million in locally controlled funding to repair, upgrade, and modernize aging school facilities across the district. Investments supported by Measure M are intended to improve student safety, enhance learning environments, address critical infrastructure needs, and support programs that prepare students for college and careers.
Measure M funding represents one important part of PVUSD’s broader long-term facilities strategy. The district’s 10-year Facilities Improvement Plan identifies approximately $1.2 billion in total needs to fully modernize and maintain school sites districtwide. By providing a significant local funding source, Measure M helps PVUSD leverage additional state matching funds and begin addressing the highest-priority projects. This community information portal provides clear updates on how Measure M dollars are being planned, allocated, and spent to benefit students and the community.

A Note About Remaining Measure L Funding
Measure L was approved by voters in November 2012 and authorized the District to issue up to $150 million in general obligation bonds to address facility improvements, modernization, technology upgrades, and safety needs throughout the District. As of June 2026, Measure L has $2.9M remaining bond proceeds available, which will be leveraged alongside Measure M funding to address priorities identified in the District's Facilities Master Plan.
The Bigger Picture
PVUSD's Long-Term Facilities Master Plan
A key feature of the plan is the use of objective prioritization scores to help determine which projects should be addressed first based on factors such as safety, building condition, program needs, and long-term value. This structured approach helps ensure that limited resources are directed to the highest-impact improvements. Altogether, the Facilities Master Plan identifies approximately $1.2 billion in total facility needs over the next decade — with Measure M funding representing roughly 25% of the investment required to fully address all of the identified needs.

In December of 2025, the PVUSD Board of Trustees approved a 10-Year Facilities Master Plan which serves as the district’s long-term strategic roadmap for maintaining, modernizing, and improving school facilities. The plan provides a comprehensive, macro-level assessment of existing buildings, grounds, capacity, and enrollment trends across all school sites. It outlines current conditions, identifies future needs, and establishes clear timelines and practical action steps to guide informed decision-making.
